DSA Awarded to Garland E. Likins, Jr., P.E. Garland E. Likins, Jr., P.E., cofounder, president emeritus, principal and senior consultant of Pile Dynamics, Inc. (PDI), is this year’s recipient of DFI’s highest award bestowed to an individual, the Distinguished Service Award (DSA). Since 1981, the DSA recognizes individuals who have made exceptionally valuable contributions to the advancement of the deep foundations industry. Unequivocally, Likins is widely recognized and highly regarded for guiding the development and implementation of dynamic pile testing as an industry standard in the U.S. and throughout the world. “His work led to the development of instruments, software, methods and codes that ushered in the application of Information Age technology with real-time processing and analysis into the field of deep foundations thereby dramatically enhancing both their quality and economics,” says Anna Sellountou, Ph.D., P.E., senior engineer at PDI. Likins was one of PDI’s original founders in 1972, and was president from 1977 to 2014, where he directed the research and development of transducers, real time processing equipment and software analysis programs for deep foundations. Currently, he is still engaged and active in the capacity as a principal and senior consultant for PDI. “Garland’s lifetime work has helped transform the approach, practice and understanding of quality assurance for all types of deep foundations,” says Theresa Engler, executive director of DFI. “His work has helped to create the modern testing industry and advance the practice of deep foundation quality assurance that we currently employ and (almost) take for granted.” Throughout his career, Likins has seemingly tirelessly donated his time to a variety of profes- sional activities and organizations. For those who know and have worked with him, especially on technical committees and on research endeavors, his generosity of both resources and his time comes as no surprise. Likins is a member of the American Society of Civil Engineers (ASCE), American Society for Testing and Materials (ASTM), Deep Foundations Institute (DFI), Pile Driving Contractors Association (PDCA) and the International Association of Foundation Drilling (ADSC). He is an associate editor of the ASCE Journal of Geotechnical and Geoenvironmental Engineering, and a recipient of the ASCE Robert B. Cummings Distinguished Leadership Award. For more than 30 years, Likins has been actively involved in ASTM, where he authored or co-authored numerous deep foundation standards. As a member of DFI, he has been active on several committees and was the editor of the 1997 DFI Inspection Manual for Driven Piles. In addition, he also helped edit the AASHTO T15 Driven Pile Design Code and has been active in the PDCA and International Building Code Review Team. His work and research endeavors extended into bridge dynamics, driven piles, drilled shafts, slope stability and ACIP piles, such that he became a globally recognized expert in quality assurance for a wide variety of deep foundation systems. Likins received B.S. and M.S. degrees in civil engineering from Case Western Reserve University and is a licensed professional engineer in Ohio. during DFI’s 43 Annual Conference on Deep Foundations in Anaheim, Calif., October 24-27, 2018. The DSA will be presented to Likins at the Awards Banquet rd
